Commitment to Achieving Net Zero
The Flame Lily Healthcare Ltd is committed to achieving Net Zero greenhouse gas emissions by 2050 for its UK operations, in line with UK Government policy, the Paris Agreement, and the requirements of Procurement Policy Note (PPN) 006.
The Flame Lily Healthcare Ltd recognises its responsibility to reduce environmental impact across its office-based functions, digital systems, staff travel, and supply chain activities that support technology-enabled and consultancy services delivered under the framework. This commitment is supported at Board level and embedded within organisational policy and operational decision-making.
Baseline Emissions Footprint for Year 2024
Baseline emissions are a record of the greenhouse gases that have been produced in the past and were produced prior to the introduction of formalised strategies to reduce emissions. Baseline emissions provide the reference point against which emissions reduction can be measured.
Baseline Emissions Calculations
The Flame Lily Healthcare Ltd has historically maintained a Carbon Reduction Policy but has not previously produced a quantified organisational carbon footprint in line with the GHG Protocol. The 2024 reporting period therefore represents the organisation’s first formal baseline assessment for the purposes of PPN 006 compliance.
The organisation operates primarily from office-based locations, with no heavy industrial processes. Emissions sources relate mainly to energy consumption, staff travel, waste generation, and supply chain activities. Emissions have been calculated using the GHG Protocol Corporate Accounting and Reporting Standard and the latest UK Government greenhouse gas conversion factors for company reporting.

This reduction reflects the early impact of hybrid working, reduced business travel, improved energy efficiency, and enhanced waste and procurement practices.
Emissions Reduction Targets
In order to progress toward achieving Net Zero emissions by 2050, The Flame Lily Healthcare Ltd has adopted the following carbon reduction targets:
Reduce combined Scope 1 and Scope 2 emissions by 50% by 2030 against the 2024 baseline.
Reduce Scope 3 emissions by 30% by 2030, focusing on travel, procurement and supplier engagement.
Achieve Net Zero emissions across all scopes by 2050.
The organisation projects that total emissions will reduce to approximately 10.0 tCO₂e by 2030, representing a reduction of approximately 35% from the 2024 baseline.
Completed and Ongoing Carbon Reduction Initiatives
The following environmental management measures and projects have been completed or implemented since the 2024 baseline and will remain in effect when performing contracts under the G-Cloud 15 framework:
Hybrid and remote working arrangements to reduce commuting-related emissions
Promotion of car sharing and use of public transport for essential travel
Reduced business travel through use of video conferencing and digital collaboration tools
Adoption of digital systems to minimise paper use and unnecessary travel
Installation and use of LED lighting and energy-efficient office equipment
Staff guidance on switching off equipment and reducing energy consumption
Waste reduction, recycling facilities and awareness of the waste hierarchy
Responsible procurement practices, including bulk purchasing and reduced packaging
Early transition toward renewable electricity tariffs where feasible
The carbon emission reduction achieved by these measures equates to approximately 1.80 tCO₂e, representing an 11.6% reduction against the 2024 baseline.
Carbon Reduction Initiatives
The Flame Lily Healthcare Ltd intends to further strengthen its environmental performance through the following initiatives:
Expansion of renewable electricity procurement subject to landlord and supplier arrangements
Further reduction in business travel and vehicle mileage
Increased supplier engagement to reduce Scope 3 emissions
Continued promotion of sustainable transport options for staff
Improved data capture to expand Scope 3 emissions reporting coverage
Declaration
This Carbon Reduction Plan has been completed in accordance with PPN 006 and the associated guidance and reporting standard for Carbon Reduction Plans.
Emissions have been reported and recorded in accordance with the GHG Reporting Protocol Corporate Standard and the appropriate UK Government greenhouse gas conversion factors for company reporting.
Scope 1 and Scope 2 emissions have been reported in accordance with SECR requirements, and the required subset of Scope 3 emissions have been reported in line with the published reporting standard for Carbon Reduction Plans.
This Carbon Reduction Plan has been reviewed and approved by the Board of Directors.
